He
was born in Malatya in 1981.
He
graduated from the Department of Public Administration, Biga Faculty of
Economics and Administrative Sciences, Canakkale Onsekiz Mart University (COMU)
in 2003.
Having
successfully passed the District Governor Exam held in 2005, he began to serve
as the Local Authority being the District Governor Candidate of Yozgat in
August 2006, as the very first district governor who graduated from COMU.
He
carried out studies on language education and “Leadership, Coordination and
Communication in Crisis Management” for a period of 1 year at the University of
Central Florida in Orlando, Florida, U.S.A, where he was posted by the Ministry
of Interior.
After
completing the 93rd Term District Governorate training course in the
second place, he served concurrently both as the District Governorate of
Celtikci and the Deputy Governor of Burdur.
During
his post as the District Governorship of Beytussebap, he was selected as the
“Manager of the Year” for his works and granted the “Martyr District Governor
Ersin Ates Award” by the Turkish Administrators Association in 2012.
He
served as the Deputy Governor of Elazig between 2013-2014 and the District
Governor of Guneysu, Rize between 2014-2017.
Serving
as the Branch Manager and Deputy Head of Department at the General Directorate
of Local Administrations, the Ministry of Interior in 2017-2018, Mr. Baydas was
appointed as the Deputy Minister to the Minister of Youth and Sports on
02.11.2018 and he is married with 3 children.
